The intent is practical: provide usable mapping, documentation, and best management practice recommendations that support ecosystem management without compromising military air training operations and readiness.

Fieldwork expectations are specific and operationally constrained. The opportunity describes conducting eight days of surveys (with helicopter support as needed) within a broader seven-year survey cycle, covering wetlands delineation and water quality data collection at approximately 360 seeps and springs. Access to the NTTR is controlled; personnel must be able to obtain the required clearance and will be escorted by a government employee at all times while on the range. Equipment brought onto the range must be cleared in advance. Transportation is also restricted: the non-federal entity will use rental or company vehicles, helicopters, and potentially government vehicles if available, but personally owned vehicles are not allowed on the range. Because access depends on range scheduling and mission/training activities, surveys may need to occur on weekends and holidays in addition to weekdays. Given these constraints, the government notes that preference will be given to teams that can show prior experience working on the NTTR and familiarity with operating under escort requirements.

The planned period of performance is 18 months from the date of award, structured as a 12-month technical period for conducting fieldwork, followed by a 6-month administrative period dedicated to completing reports (with no new fieldwork during that final phase). At this stage, the government is not requesting a full technical proposal or a budget. Instead, it is issuing a Request for Statements of Interest (RSOI) to identify the most qualified investigators who may then be invited to submit a complete proposal.

To respond, applicants must submit a Statement of Interest/Qualifications by email as an attachment, limited to two pages, single-spaced, in 12-point font. The submission must include basic entity identifiers and contacts (name, organization, CAGE code, DUNS number, email and other contact information) plus a concise set of qualifications: a biographical sketch, examples of relevant past projects and clients, a description of available staff/faculty/students and their expertise, and any additional capabilities that would support successful performance (for example, specialized field equipment, lab capacity, or other facilities). Statements are reviewed by an evaluation board at the receiving installation or activity, and selections for invitation to the full proposal stage are based on how well the investigator’s experience and capabilities align with the project requirements.
