Opportunity Information: Apply for DOS GEO FY22 15 06082022
The Vulnerable Communities Engagement Program is a U.S. Embassy Tbilisi (U.S. Department of State) funding opportunity that supports projects aimed at strengthening peace, conflict resolution, civic engagement, and social inclusion in Georgia and the wider Caucasus context. The program is designed for communities that are often left out of mainstream civic life or that have limited interaction with other groups, and it specifically encourages activities that bring different communities together in practical, cooperative ways. Priority is given to regions with conflict-affected populations and to areas with sizable ethnic and religious minority communities, including locations near Administrative Boundary Lines (ABLs), rural communities, and other underserved areas.
At its core, the program is looking for initiatives that reduce tensions, build trust, and create sustained connections across social, ethnic, religious, disability, and geographic divides. Proposed activities can include peacebuilding and conflict resolution efforts that connect people from different countries and regions in the Caucasus, as well as projects focused inside Georgia that advance inclusion and participation for ethnic and religious minorities, people with disabilities, and other marginalized or underserved communities. The main intended participant groups are conflict-affected communities, people with disabilities, ethnic and religious minorities, and other populations that face barriers to civic participation and social integration.
Funding is provided under CFDA 19.900 (Economic Support Funds) and the Embassy notes it may also use FY22 Smith-Mundt Public Diplomacy funds for selected projects. The total funding available is $150,000, with up to about ten awards anticipated depending on proposed budgets. Individual awards are expected to range from $5,000 to $50,000. Projects should be designed to finish within 12 months or less, with an anticipated start date of October 1, 2022. The Embassy may use several award mechanisms depending on the project, including grants, grants to individuals, fixed amount awards, or cooperative agreements. Cooperative agreements differ from standard grants in that Embassy staff are more actively involved during implementation.
Eligible applicants include not-for-profit organizations such as civil society groups, NGOs, and think tanks; public and private educational institutions; and U.S. Government alumni. The opportunity also references public international organizations and governmental institutions in its eligibility section. Applications were accepted during the June 8, 2022 to July 15, 2022 window. Submissions had to be emailed to Tbilisigrants@state.gov by 11:59 p.m. Georgia Standard Time on the closing date, with the funding opportunity number (DOS GEO FY22 15 06082022) included in the email subject line.
The notice includes several practical submission rules: application materials must be sent by email and packaged only as a ZIP archive (RAR files are not accepted). It also cautions that emails over 6MB and RAR/ZIP files will not be accepted, indicating applicants needed to keep file sizes within limits and follow the archive requirement precisely. Questions about the process could be directed to the same grants email address, again using the opportunity number in the subject line. Finally, the announcement notes that after submission, State Department staff cannot discuss the competition with applicants until the review process ends, and the Public Diplomacy Section will not provide individual feedback or reasons for rejection.Apply for DOS GEO FY22 15 06082022
